INFOKU, BLORA – The Blora Regency Government is currently facing a major challenge in meeting the budget requirements for the establishment of the Merah Putih Village Cooperative (KKMP).
The total budget that must be prepared reaches IDR 3 billion per unit for 24 sub-districts.
Blora Regent Arief Rohman emphasized to the press that the program's financing would be fully borne by the regional budget (APBD).

This means that a number of regional spending posts must be re-allocated to cover these needs.
"KKMP is a new policy, and for sub-districts it is the responsibility of the APBD," he said.
He admitted that he would plan the budget during the 2026 APBD revision, as it is estimated to swell with a total budget requirement of tens of billions.
"Blora Regency has 24 sub-districts. Each KKMP unit is estimated to require a budget of around Rp 3 billion, totaling Rp 72 billion. This will be included in discussions in the 2026 revised regional budget," he said.
He explained that cooperative financing is differentiated between villages and sub-districts.
For villages, funding comes from village funds, while for sub-districts, it is entirely the responsibility of the APBD.
Furthermore, they are currently awaiting technical regulations, and efficiency measures are ongoing. The Blora Regency Government recently cut its internet budget by around Rp 600 million.
"The remaining budget from various items will be collected to strengthen KKMP financing," he added.

Currently, the district government is still conducting detailed calculations. Various budget items are being evaluated to find areas for efficiency.
One of them is from operational expenses.
"In this budget change, we calculated what could be saved," he explained.
Apart from that, the district government is also still waiting for implementation and technical instructions (juklak-juknis) from the central government.
This is crucial to ensure that funding schemes and program implementation do not conflict with regulations. (Endah/ IST )
