INFOKU, BLORA –The education and training budget for state civil servants ( ASN ) this year has fallen by 65.62 percent.
Last year the budget reached Rp 2.57 billion, but this year it was cut to around Rp 1.67 billion.
The impact is that the completion of the orientation of government employees with work agreements ( PPPK ) in the Oil City has been hampered.

Head of the Blora Civil Service and Human Resources Development Agency ( BKPSDM ) , Heru Eko Wiyono, said that the PPPK orientation is not mandatory to complete.
However, employees must have undergone orientation during the five-year contract period.
"This year, we completed the orientation for approximately 960 employees for the 2024 PPPK recruitment. Meanwhile, orientation for the 2025 recruitment (2024 formation) has not yet been completed," Heru said.
Heru revealed that the PPPK appointments last year would be paid in installments, namely through a proposal for the revised APBD for the 2026 fiscal year.
"We will pay out the first and second phases of the 2024 PPPK recruitment in installments. The target completion date is likely to be in the 2028 fiscal year, as long as it doesn't exceed the contract extension period," he said.
"The requirement for contract extension is proof of passing the PPPK orientation," he added.
Heru also revealed that the budget per orientation participant was IDR 650 thousand.
The budget will be used for all the needs of the orientation participants for approximately nine days.
"Participants will not be charged an orientation fee. They will receive food and drink, training supplies, and assistance from a resource person," he explained.

This was related to the 62 part-time PPPK who were recently appointed by the Blora Regency Government .
He stated that until now there are no official regulations regarding whether PPPK orientation will be carried out or not.
"We're still waiting for the regulations. There's no clarity yet regarding the orientation of part-time PPPK, as the contract period is only one year," he explained.
In order to develop the competency of Regional Government administrators at BKPSDM, a budget of IDR 893.5 million or 0.04 percent of total regional spending in the Draft Regional Budget for the 2026 fiscal year has been allocated.
The total budget will be divided into several activities.
Among them is the development of ASN competencies amounting to IDR 143 million.
Meanwhile, the HR development program is divided into two activities, namely technical competency development activities amounting to IDR 150 million.
Lastly, certification, institutional, and managerial and functional competency development activities totaled Rp 600 million. (Endah / IST )
