"The monthly salary which is usually disbursed at the beginning of the month for civil servants, has not been disbursed this month," said one civil servant from the Blora Education Service (DisdiK) to journalists yesterday.
Inspector Irfan Agustian Iswandaru expressed the same thing, so far he has not received his usual salary every 1st.
"There is an integration of the Ministry of Home Affairs' SIPD application, it is estimated that it will be disbursed at the earliest on January 11, 2024," he said.

As a result of the delay in salary payments, many ASN groups felt disappointed.

Separately, Head of the Regional Revenue, Financial and Asset Management Agency (BPPKAD) Blora Slamet Pamudji said that the central government had indeed issued a policy to pay civil servant salaries via an application. Namely, the Regional Government Information System (SIPD).
“This year it is mandatory to use the (SIPD) application. Meanwhile, the application center is not yet ready. So, this is experienced throughout Indonesia. "I haven't been able to get paid until now," he explained.
Mumuk, his nickname, explained that actually the budget for paying civil servant salaries already exists and has been prepared at the Regional Kasda.
However, because it is no longer possible to make payments via e-finance or manually, it cannot be disbursed.
“Actually, this is not a new system. Last year there were also preparations. Just change policies frequently. "Usually, local governments anticipate backing up using e-finance," he said.
However, he continued, since this year there can no longer be backups and one door must use the SIPD application.
