Demanding a 9-year term of office, Blora village head demos to DPR RI

 INFOKU, BLORA – Village heads (Kades) throughout Blora Regency demanded the revision of Law Number 6 of 2014. The village officials left for Jakarta yesterday (17/1).

One of them is about a 6-year term for three nominations to 9 years for two nominations.

The village head claims he wants to restore village sovereignty, because the current Village Law still contains presidential and ministerial regulations in village meetings (Musdes).

By including the Prolegnas in the 2023 DPR RI, it is hoped that villages will become more sovereign.

"We ask for village policies to be returned to village sovereignty, meaning that the musdes is the highest voice, so ministerial decisions and presidential decisions are not entrusted," said Head of Buloh Village, Kunduran District, Joko Priyanto yesterday (17/1).

Joko explained that several decisions were deemed to limit village laws such as Presidential Regulation Number 104 of 2021 concerning regulation of the use of village funds.

Because in this regulation there are restrictions on the use of village funds such as 40 percent for BLT DD. According to him, the regulation limits village sovereignty.

"The village heads in the Kunduran area agree that there will be a revision of the Village Law," he explained.

He revealed that around 90 percent of village heads in Kunduran District were present at the demonstration in Jakarta yesterday (17/1). Only three village heads whose permission could not go, but still supported the revision.

Demand 9 years

The village head of Jipang, Cepu Ngadi Sub-District, added that he also supports the revision of the Village Law, one of the points proclaimed is the change in term of office from 6 years for one term, with a maximum of three terms. Changed one period to 9 years. However, a maximum of two periods.

"All Blora village heads agree, there are around 90 percent of village heads in Blora coming to Jakarta," he claimed.

According to him, the 6-year village head period was felt to be insufficient to stabilize the village government, the recovery of a divided society would take a long time.

This has an impact on the village mid-term plan (RPJM Des).

Chairman of Commission A DPRD Blora Pardi explained that the village head's demands regarding tenure were considered reasonable.

This is because the tension in the village after the Pilkades is difficult to unravel, compared to the tension during the regional head election (Pilkada). "That (change) is still measurable, resistance in society if six years is still high," he said.

He explained, in order to realize the revision of the law, it was necessary to include it in this year's National Legislation Program.

However, when it has been changed to 9 years in two nominations, according to Pardi, the village head should not be able to run again in the third election.

Because, 18 years will turn into 27 years if elected for three terms.

"If 9 years, twice is still reasonable, three times is too much," he explained.

Previously, the Head of the Blora Community and Village Empowerment Service (DPMD), Yayuk Windrati, revealed that around August and October this year there were 27 village heads whose terms of office expired.
