INFOKU, BLORA –Deputy Regent of Blora, Sri Setyorini as Acting Regent of Blora, together with Acting Regional Secretary of Blora, Dasiran, and related technical OPDs, attended the Workshop.
With the theme of the Strategy for Harmonizing Community Involvement and Development Programs (PPM), as well as Mitigating Operational Risks in the Oil and Gas Industry, organized by PT. Pertamina EP Cepu Zone 11, in Tawangmangu, Karanganyar, Friday, September 25, 2026.
The discussion was also attended by local governments from three districts (Blora, Bojonegoro, and Tuban) along with oil and gas NGOs.
Deputy Regent Sri Setyorini emphasized that the upstream oil and gas industry PPM Program, previously known as CSR or Corporate Social Responsibility, must truly be able to directly benefit the communities surrounding the mining work area (WKP).
“The Community Involvement and Development Program or PPM is not just an implementation of corporate social responsibility.
However, as an instrument to build independence, increase community capacity, and strengthen relations between companies, local governments and communities.
"So that the benefits can truly be felt by the community," he said.
In a lantas example, the PPM program does not have to be in the form of physical development but also village community empowerment activities.
Adapted to the potential of each village, for example the agricultural sector, MSME development, to pre-employment training for village youth.
"On the other hand, mitigating operational risks in oil and gas regions is equally important. Good communication, transparency of information, and community involvement in all stages of oil and gas activities are essential to minimize potential social risks and public order and security issues during operations," he continued.
Therefore, the Deputy Regent of Blora hopes that this discussion forum can be a good momentum in aligning perceptions, strengthening coordination, and building more concrete synergy.
"The Blora Regency Government is ready to support constructive collaboration with various parties to ensure the smooth operation of the oil and gas industry, while also providing tangible benefits to development and community welfare," added Hj. Sri Setyorini.
"We hope that Pertamina's Community Empowerment (PPM) programs align with regional development priorities, so that the benefits are truly felt by the community. They not only support smooth operations but also foster an inclusive and sustainable economy," he concluded.
Meanwhile, the Acting Regional Secretary of Blora, Dasiran, explained that all regional governments are currently experiencing cuts to their Regional Revenue Funds (TKD) by the central government. Therefore, regions are required to be creative and innovative in increasing their Regional Revenue (PAD) so that established development priorities can continue to be implemented and the benefits felt by the community.
"Blora alone has seen regional government (TKD) cuts of around Rp 370 billion. This requires us to maximize the regional revenue (PAD) in various ways to ensure development can continue. With the PPM (CSR) program from oil and gas companies, is it possible to include this as PAD in the regional budget (APBD) in the future? This would also align its use with regional development priorities. If possible, this would certainly have a positive impact on the regional government in these circumstances," said Dasiran.
Meanwhile, the Head of the SKK Migas Community Development Working Group, Roy Widiarta, said that proposals for the current year's PPM program began to be submitted and curated in the previous year.
"As of now, in September 2026, the PPM program, which will be implemented in 2027, is in its final stages. Ideally, it should be submitted to Pertamina in May 2026. If 2027 is already close, it can be proposed in May 2027 for implementation in 2028. We are open to receiving PPM program proposals," he explained.
During the workshop, Pertamina also presented an appreciation for the synergy of upstream oil and gas activities to the Regional Government and NGOs, which was received by the Deputy Regent of Blora, Hj. Sri Setyorini as Acting Regent of Blora.
