Here's Why Transfer Revenue in the 2026 Blora Regional Budget Decreased by Rp 362 Billion

INFOKU, BLORA –From the data obtained, it turns out that the Regional Revenue , Finance, and Asset Management Agency ( BPPKAD ) of  Blora Regency  recorded that  transfer revenue  to regions in the 2026 Regional Revenue and Expenditure Budget ( APBD ) experienced a significant decrease compared to the 2025 Revised APBD. 

Pitoyo Trusingtyas Sarodjo, Head of  the Blora Regional Development Planning Agency (BPPKAD)  , stated that total  regional transfer revenue  in 2026 was recorded at Rp 1.58 trillion, a decrease of Rp 362.29 billion compared to Rp 1.94 trillion in 2025.

"This decline was influenced by a reduction in a number of transfer components from the central government, especially  Village Funds ,  Revenue Sharing Funds , and  Special Allocation Funds  ," Pitoyo said, to the press on Tuesday (20/01/2026).

He explained that the Village Fund allocation for 2026 would decrease by Rp 38.82 billion, from Rp 256.66 billion in 2025 to Rp 217.85 billion. Furthermore,  the fiscal incentives  in the form of current-year performance awards worth Rp 15.82 billion received in 2025 have not yet received certainty regarding their allocation for 2026.

Revenue Sharing Funds ( DBH ) also experienced a decline in a number of sectors.

Land and Building Tax DBH decreased by IDR 58.43 billion, Income Tax Article 21 DBH decreased by IDR 9.50 billion, Tobacco Excise DBH decreased by IDR 8.53 billion, and  petroleum DBH  experienced the largest decrease, namely IDR 66.62 billion.

Meanwhile, fisheries DBH decreased by IDR 598.77 million and geothermal DBH also decreased.

However, forestry DBH from forest resource provisions actually increased by IDR 385.27 million.

The General Allocation Fund (DAU) remained relatively stable despite a decrease of Rp 1.44 billion.

However, several additional DAU components, such as funding for salaries of Government Employees with Work Agreements (PPPK) and DAU designated for use in the education sector, will no longer receive allocations in 2026. The DAU for the health sector will also decrease by IDR 5.63 billion.

In the Physical Special Allocation Fund (DAK), most activities will no longer receive budget allocations in 2026.

A significant decrease occurred in the Physical DAK for the health sector for strengthening the health system, which was reduced by IDR 35.52 billion.

In addition, the Physical DAK for education, sanitation, drinking water, and housing and settlements also did not receive budget allocation.

For Non-Physical DAK, a number of components experienced a decrease, including the Education Unit Operational Assistance Fund (BOSP) for Regular BOS, Performance BOS, and Early Childhood Education BOP.

However, the Non-Physical DAK for Regular Equivalency BOP increased by IDR 1.16 billion and the Health Operational Assistance (BOK) funds for Community Health Centers increased by IDR 3.6 billion.

"This decline in regional transfer revenue has the potential to impact regional fiscal capacity to support development programs and public services in Blora Regency," he concluded.  (Endah/ IST )
