INFOKU, BLORA - The issuance of the Minister of Finance Regulation ( PMK ) Number 81 of 2025, concerning the allocation of Village Funds ( DD ) has become a polemic in itself for half of the 271 villages in Blora.
There are approximately 113 villages in Blora where non- earmark DD cannot be disbursed.
The Blora Community and Village Empowerment Service ( DPMD ) acknowledged that many village heads were complaining.
Head of the Village Financial Management, Development, and Arrangement Division of the Blora PMD Service, Suwiji, told the press that applications for the second phase of DD after September 17 could not be disbursed.
"Yes, non-earmark funds cannot be disbursed. So the budget ceiling has been reduced," he explained.
According to him, the policies in the PMK are solely to maintain the country's fiscal stability.
However, his party regretted that the policy was implemented suddenly.
"Yes, that's the reason. Many village heads ended up complaining because it was so sudden. Initially, the application had an error. Now, why hasn't it been disbursed?" he said.
Furthermore, he said, many villages complained because many physical projects, such as infrastructure, were already underway but the non-earmark DD phase 2 could not be disbursed.
"In the end, some villages were bailed out first. This became a controversy. Infrastructure isn't included in the earmark. The earmark is in accordance with central government policies, such as food security," he explained.
Blora Regent , Arief Rohman, admitted that he was aware of the problem and the village heads had confided in him.
"Yesterday, we also tried to raise the issue with Bappenas. We've conveyed the complaints from villages regarding the reduction of Village Funds (DD). Hopefully, there will be follow-up," he said. (Endah/ IST )
