INFOKU, BLORA -Blora Regent Arief Rohman was "accelerating" at the Coordination Meeting for the Identification of Externalities in the Cepu Oil and Gas Working Area in the Context of Determining Fair DBH, on the 2nd floor of Bapperida, Thursday (9/10/2025).
The Regent stated that Blora is an energy hub, but he feels he has been treated unfairly in the Cepu Block Revenue Sharing Fund (DBH). This isn't about asking for mercy; it's about constitutional rights.
He emphasized that the DBH distribution should be reviewed, and if there is no good faith and substantial policy revisions, he will take the highest legal action, namely, filing a judicial review.

This truly demonstrates a firm and serious attitude in fighting for the region's rights to the Cepu Block Oil and Gas Revenue Sharing Fund (DBH).
This was triggered by the amount of DBH received by Blora Regency which was considered unfair and disproportionate compared to neighboring areas, even though around 37 percent of the Blora area is included in the Cepu Block Mining Work Area (WKP).
As a concrete step, the Blora Regency Government (Pemkab) plans to file a judicial review (JR) against Law Number 1 of 2022 concerning the Financial Relations between the Central and Regional Governments (HKPD Law) to the Constitutional Court (MK).
According to the current law, Blora is only counted as an area directly adjacent to the production wellhead area, which results in its DBH acquisition being small.
In fact, Blora argues that it should be recognized as a producing area because it has a significant portion of WKP.
This legal step has received approval and support from the Blora DPRD and involved figures such as Boyamin Saiman from the Indonesian Anti-Corruption Society (MAKI) to oversee the JR process.
This JR submission is a serious effort by the Blora Regency Government to ensure that future distribution of Oil and Gas DBH can be carried out more fairly and can provide greater benefits for regional development.
Regent Arief Rohman expressed his feelings at length before the Coordination Meeting forum for the Identification of Externalities in the Cepu Oil and Gas Working Area in the Framework of Determining Fair DBH, which was attended by the Director of Energy, Mineral and Mining Resources, Bappenas, Togu Pardede.
" Therefore, Blora will file a judicial review if lobbying efforts remain unsuccessful," he emphasized. (Setyorini)
