INFOKU, BLORA –It cannot be denied that the composition of the Gas Sharing Fund (DBH) from theBloraoil gas is not large.
In fact, the Blora region borders directly with oil and gas sources in Bojonegoro. The Blora Regency Government is trying to propose three negative externalities as indicators.
For additional information, seven regencies bordering Bojonegoro Regency, namely Blora, Ngawi, Madiun, Nganjuk, Jombang, Lamongan, and Tuban Regencies received an injection of oil and gas DBH .
Blora is the only district in Central Java Province that is located closer to Sumur Minyak.
Head of the Blora Regency Government's Economic Division, Pujiariyanto, said that the Oil and Gas DBH is still divided equally among the seven regencies bordering Bojonegoro Regency.
His party has also communicated with the National Development Planning Agency of the Republic of Indonesia ( Bappenas RI ) and discussed the complaint.
"So far, in the HKPD law, three percent in areas bordering producing areas is divided equally," he explained.
The legal basis for the submission of DBH Migas which is currently being fought for is PP 37 of 2023.
The article states that areas directly bordering producers are divided proportionally, based on negative externalities.
"It's in Article 12," he explained.
The district government proposed three negative externalities. Namely, the distance of Blora Regency to the wellhead, the decline in groundwater in the border area, and finally the impact of pollution due to oil industry activities.
"The well mouth to the Blora border is 9.60 kilometers. While to the settlement in Blora is 10.36 kilometers. Blora Regency is the closest area,'' he said.
He also explained that the decline in groundwater around the border has been very significant over the past 20 years.
Several surveys even revealed that groundwater levels had dropped by 30 meters from residents' initial wells.

"We have asked 53 respondents about the decline in groundwater. So the residents' confession is that every year they add well pipes to get water," he said. (Endah/ IST )
