INFOKU –President Prabowo Subianto announced the payment time for the holiday allowance (THR) for State Civil Apparatus (ASN) this year. According to Prabowo, ASN THR will be paid in March 2025.
"Disbursement of THR for ASN and private workers in March 2025," said Prabowo, quoted from Kompas.com, Monday (17/2/2025).
Previously, Finance Minister Sri Mulyani Indrawati had also given a signal that the 13th salary and THR for civil servants in 2025 would still be disbursed.
The statement follows the issue that has been widely circulating on social media that this year's THR for civil servants will not be disbursed.
"Just wait. The process will be processed. (Will the 13th and 14th salaries of civil servants still be disbursed?) God willing," said the State Treasurer on Thursday (6/2/2025).
However, it should be noted that not all ASN are entitled to receive the 2025 PNS THR. Only a few ASN groups are entitled to receive it.
So, who are the ASN groups who will not receive THR 2025?
The following is a list of civil servant and TNI-Polri groups who will not receive THR and 13th salary:
· On leave outside the responsibility of the state or with another name.
· Currently assigned to a government agency outside the country or abroad, whose salary is paid by the agency where the assignment is made in accordance with the provisions of laws and regulations.

On the other hand, the government also provides THR and/or 13th salary to non-ASN employees who have not carried out the organization's main tasks fully and continuously for at least one year.
Groups entitled to receive THR for civil servants
The government has stipulated the provision of THR to ASN as regulated in Article 2 of PP Number 14/2024.
Referring to these regulations, THR is given as a form of appreciation for devotion to the nation and state by taking into account the state's financial capabilities.
The following groups are entitled to receive THR for civil servants:
1. ASN consisting of: Civil Servants and Prospective Civil Servants, PPPK, TNI Soldiers, Polri Members, State Officials
2. Retired
3. Pension Recipients
4. Beneficiary of Allowance.
In addition, the government also provides THR to non-ASN employees who have not carried out the organization's main tasks fully and continuously for at least one year.
Non-ASN employees are entitled to receive THR 2025 if:
Has signed an employment agreement with an official who has the authority in accordance with the provisions of laws and regulations and in the employment agreement in question has stated the right to receive holiday allowances and/or thirteenth salary.

It has been determined that they will receive holiday allowances and/or thirteenth salary by the personnel development official in their appointment decision letter in accordance with the provisions of laws and regulations.
2025 PNS THR Components Based on PP No. 14 of 2024, the amount of THR will be equivalent to the basic salary plus the following components:
Family allowance, Food allowance, Position/general allowance, Performance allowance for ASN in central agencies or additional employee income (TPP) in local governments.
These components are given according to the rank, position and rank/class of position of each recipient.
Meanwhile, the components for pension recipients, pension recipients, and allowance recipients consist of: Basic salary, Family allowance, Food allowance, Additional pension income.
For teachers and lecturers who do not receive performance allowances/additional income, the components also include teacher/lecturer professional allowances, professor honorary allowances, or additional teacher income of 100 percent received in one month. (Roes/IST)
