INFOKU, BLORA – From the data obtained, the allocation for employee salary expenditure in the Blora Regency Government is still quite high.
Namely, reaching 39 percent of total regional spending, it exceeds the threshold set by the central government of 30 percent.
Slamet Pamudji, Head of the Blora Regional Financial and Asset Management Revenue Agency (BPPKAD), said in a press statement that currently personnel spending in Blora is still more than 30 percent.
Based on data from the Blora Regency Dashboard Command Center, the budget for employee salaries in Kota Sate reaches IDR 910.99 billion out of a total spending budget of IDR 2.33 trillion.
This figure includes the budget for the employees of the Regional Public Service Agency (BLUD) and school operational assistance (BOS), whose management is outside the Blora regional budget.

Thus, the percentage of personnel expenditure allocation is around 36 percent of the total APBD this year.
“Actually, it should not exceed 30 percent. However, we are still given leeway for the next 3 to 4 years so as not to exceed that," he said
Mumuk continued, calling the akran ka BPPKAD Blora, based on Law Number 1 of 2022 concerning Financial Relations between Central and Regional Governments (UU HKPD) paragraph (1) Article 146 states that regions are required to allocate regional personnel expenditures outside of teacher allowances allocated through area transfers. The highest amount reaches 30 percent of the total APBD spending.
“The law has been issued since early 2022. However, according to the HKPD Law, we are still given up to 5 years from the time it is promulgated to adjust the portion of personnel expenditures,'' he explained.
Mumuk admitted that it was quite difficult to follow the rules. This is because Blora is still holding transfer funds.
Both transfer funds from the center and the province. This is because the needs of employees cannot be avoided.

Meanwhile, regional original income (PAD) is still not optimal. In addition, the current general allocation fund (DAU) has also been determined for use.
"You can see later. So this policy comes from the central government. Let's see the progress. This burden is also felt by the district government which is almost the same type as Blora. If the city and the PAD are high, it's not too heavy,'' he added. (Endah / IST )
