INFOKU, BLORA – Again, the chaos regarding filling in village officials in Blora Regency seems to be continuing.
As happened in Nglobo Village, Jiken District. A number of residents rejected the inauguration of Siti Rubiatun as village secretary (sekdes) last Saturday (19/3/2022).
Whereas previously, Siti Rubiatun was a village official who served as the head of financial affairs (kaur) which was later transferred to the village secretary.
The reason for the mutation of the village apparatus The head of Nglobo Village, Pudik Harto said, the reason for the mutation of the village apparatus was because Siti Rubiatun's position as the head of finance was already occupied by someone else.
Hence, Pudik issued a decree which essentially transferred Siti Rubiatun from the finance department to the village secretary.

"According to SK, Grandma is already the village secretary, the point is just the inauguration, because the vacancy in the finance department has been filled by the new perades (village apparatus)," Pudik told reporters Wednesday (23/3/2022).
In addition, Pudik said, the procedure for moving the ranks of village officials was also in accordance with Blora Regent Regulation Number 36 of 2019 concerning Village Apparatus.
"Yes, the mutation has conditions in accordance with the 2019 regent's regulation, and there has been guidance from the sub-district, starting from the musdes (village deliberation) process, so we have carried out the procedure," he said.

The reason the residents refused Pudik said that the reason the residents refused the inauguration of Siti Rubiatun to become the village secretary was because they didn't like it.
"Saturday (19/3/2022) yesterday there was a plan to have an inauguration, but there are still some residents who refuse for several reasons, rather than the atmosphere is not conducive, so we postponed it," he said.
The reason they did not like the inauguration was because Siti Rubiatun was considered to have bad behavior, and residents were not involved in the process of transferring village officials.
The inauguration was postponed until an undetermined time. Due to the dislike of the village secretary to be inaugurated, the inauguration process was postponed indefinitely.

"It turned out that at the time of the implementation, the community was crowded, so we mediated first, we cooled down so that the atmosphere was relaxed. The inauguration was postponed until an unspecified time limit," he said.
Although the inauguration of the village secretary has been postponed indefinitely, Pudik believes that the village administration will not be disturbed.
This is because the inauguration of the village secretary is a mere ceremonial process in which the position of the village secretary is still held by Siti Rubiatun.
"For the time being, it doesn't bother me, because the legal direction of the PMD (Community and Village Empowerment) Office for mutations does not require to be inaugurated, it is only ceremonial, therefore the process is a mutation process, not the procurement of new village regulations, just because there is a mutation, we will still introduce it to the public. society," he said.
However, Pudik will continue to consult with the Blora Regency Government (Pemkab) to find a solution so that the inauguration of the village secretary can be carried out immediately.
"Yes, we have consulted with the regent regarding this, we ask for his direction and guidance, we are still looking for solutions to resolve this village conflict," he said.
Just to note, Nglobo Village itself was visited by the Minister of Villages for Development of Disadvantaged Regions and Transmigration (Mendes PDTT) Abdul Halim Iskandar or Gus Minister because he was amazed by the existence of the angguk well which is used to mine petroleum.
