INFOKU, BLORA – A surprising statement from the State Financial Monitoring Society (MPKN) which stated that they had calculated the honorarium for the speakers (narsum) which had to be returned by the DPRD.
The figure ranges around IDR 6 billion or 50 percent of the budget of IDR 11 billion.
This calculation is based on Presidential Decree Number 33 of 2020 concerning Regional Unit Price Standards.
"Our calculation is that the loss to the state from misuse of narsum honorarium is around 50 percent of the Rp. 11 billion budget disbursed in 2021," said MPKN Chairman Kisman yesterday (14/11).
He explained that Presidential Decree 33/2020 states that the DPRD's narsum honorarium is the same as that of echelon II officials with an honorarium of IDR 1 million.
According to the Blora District Prosecutor's Office (Kejari), only 20 hours of narsum are allowed in one month.
Meanwhile, the data they have contains details that in November one council member served 140 hours and in December there were 120 hours.
"In addition to the fictitious things, for example two months before the end of the year there are hundreds of hours in one month, that does n't make sense," he said.
Kisman revealed that from coordination with the Blora Prosecutor's Office which had carried out the collection and data collection, around Rp. 2.2 billion had been returned.
His party will continue to monitor allegations of misuse of public money.
According to him, investigators from the Central Java High Prosecutor's Office (Kejati) must have named a suspect in this case.
Meanwhile, the Blora Prosecutor's Office only carries out collection and data collection duties.
"In the future, I think there should be suspects, because there are violations of the presidential decree and there is a high level of fictitious elements," he explained.
From the data obtained, the 45 DPRDs who served from 2019-2024 received various amounts of quota.
Five boards were recorded with a value of under IDR 100 million, the rest received a narsum fee of more than IDR 100 million.
The position of the 2021 Narsum honorarium budget lies with the Secretary of the Blora DPRD.

DPRD Secretary Catur Pambudi was unable to provide information last Tuesday (14/11) when confirmed regarding the total amount of the narsum honorarium budget which was being investigated by the judiciary.
