Head of the Legal Division of the Blora Regency Government Regional Secretariat, Slamet Setiono, told the press that the regency government initially only received delegations from the Central Java Provincial Government.
"Initially, it was the Karanganyar Dam canal , but there was a delegation of authority under Law No. 32 of 2004. Therefore, the land is listed as our assets. The basis is the ESDM Ministerial Regulation, and the appendix states that the Karanganyar irrigation canal falls under the authority of the Blora Regency Government," he said.
However, as time went by, in 2007 ownership status emerged in the name of residents.
Of the six residents suing, four had land title certificates, and two had land titles based on village book C.
"It was discovered when the Cabean Dam was built . It was suspected to be a district government asset. It turned out the community had certificates to prove it. So they started making claims," he continued.
He continued, explaining that the mutual claims had been mediated by the Ministry of ATR/BPN and the National Human Rights Commission (Komnas HAM). However, no agreement was reached.
"Because it has the potential to harm state finances, we finally asked for it to be resolved in court," he added.

From there, the residents filed a lawsuit. Mediation at the Blora District Court was attempted, but this also failed.
"Now the trial process is underway. Yesterday, on the 2nd, we sent the district government's response to the lawsuit via e-court ," he explained.
"After that, the plaintiff's response to the defendant's response will be presented. After that, the evidence will be presented. The verdict will likely come around April or May," he added. (Endah/ IST )
